Place 1 1/2 cups warm water, active dry yeast,brown sugar,salt, and flour in a bread machine and set to dough setting.
When the dough is done, dive it into 8 pieces. Roll the pieces into long ropes and wrap around the hot dogs.
Combine 2 cups warm water and baking soda in a dish until dissolved. Place the hot dogs in the solution for 30 seconds. Remove, letting water drip off. Place on oiled or silicone lined baking sheet.
Sprinkle them with salt. Bake at 450 F for 10 minutes or when golden.
