Peel potatoes. Slice and dice.
Dice into cubes.
Place in soup pot. Cut bacon in small pieces.
Fry bacon. Save grease.
Add 8 cups water to potato cubes and simmer to boiling while bacon fries.
Remove bacon. Sauté onion in bacon grease (you can remove some of the grease first as desired)
Sauté onion while potatoes simmer.
When onions are tender, add flour, salt & pepper... and stir in.
Pour in evaporated milk. Stir and simmer, stirring frequently until thickened.
Mash potatoes in their broth when tender, leaving some chunks. Stir in milk/onion mixture and bacon. Turn to low. Do not over-cook.
