Place egg whites, salt and cream of tartar in a bowl and whisk to soft peaks.
Add sugar a little at a time and continuing whipping until stiff peaks form.
Sift cocoa onto the meringue.
Using a spatula, fold the cocoa into the meringue until fully incorporated.
If adding chocolate chips, fold into mixture.
Place a tip #896 in a large piping bag and fill with meringue batter. Pipe swirls about an inch apart onto the mat or parchment paper.
