You can make the blank mini in an hour from 2 tags, 2 sheets of paper & washi tape. Then use your scraps to embellish the pages & the policy envelope. Add pretty Petaloo flowers and you're done!

Select two Graphic 45 Staples square tags; I've used Celebrate and Cheers.  Cut a 4.5" square of black cardstock and round the corners to match the tag.

Glue the cardstock to the  back of the Celebrate tag.  This will be the front cover of the mini.

Cut two rectangles 8.25" x 4.5"  Score both at at 4.25".   I have Used G45's Kraft Reflections paper for this step.  You could use design paper or cardstock instead.

Put the two rectangles together & sew the two sheets together.  If you do not have a sewing machine, sew by hand or staple the sheets together.  My stapler which is a standard size, has a 4.25" reach.

Now we'll attach the front tag, Celebrate, to the pages.  Place the back side of the tag firmly against the stitched pages.  Use a rule to line up the tag evenly with the pages at the bottom.

Place washi tape where the  two pieces meet and burnish.  Be sure to keep the two pieces tightly butted against each other when applying the washi tape.

Trace the Cheers tag onto a piece of design paper.  Cut out the traced tag and use a 1/2" hole punch to punch the hole.

Now adhere the Cheers tag inside the mini to the back side of the design paper cover.

Now let's bind the outside.  Place a piece of washi tape along the edge of the front cover.

Now you area ready to embellish.  Cut 4 1/8" x 4 1/4" pieces of design paper to decorate each page.  Then use tags, stickers, chipboard, fussy cut elements, paper strips, etc. to decorate each page.
