I used a cork triangle piece I already had as a template and made 6 of each color. Then cut em all out. I used a washable crayola marker, so it won't stain and I can wash it out easily.

Use a glue gun to tack the pennant to your ribbon, and run some sewing/fabric glue across the top of it securing the other side with another dot of hot glue.

Set up your colors in a pattern and follow until you have 16 on the large garland and 6 on the smaller one.

Secure the ends of the smaller one to your wooden dowels and lay flat to dry overnight.

Mix your tile grout and paints one at a time (mix and paint, mix and paint, etc) until all of your wooden pieces are coated. Let them dry and attach them to wooden dowels as well

We used balloons weighted with food cans to help frame the shot along with a foam core Polaroid frame we hung with some fishing line. Be sure to flag your line out of the shot so people won't fall!
