Add potato to pot of water. Cover and cook under medium heat.
Throughly rinse fish with lemon juice and removed excess fluid.
Mix black pepper and salt together in separate container.
Lightly spread black pepper and salt mix to both sides of fish.
Add oil to pot and under high heat for 2 minutes.
Add fish to hot oil and fry both sides under medium-high heat until brown.
In a separate container, combine cabbage, broccoli, onion, garlic, thyme, sweet peppers, small piece of hot peer, carrots and drizzle with small amount of oil.
Add veggie mix to pot and cook under low heat.
