When doing a small thin line, I start at the middle of the lid and pull it back towards the corner of the eye.

Now you have to bring it in to the inner corner of the eye I like to do it in small strokes pulling it towards the middle. Make it thinner at the inner corner and slightly thicker as you go out.

When doing winged liner, I like to draw a line from the edge of the lash line and bring it out like it's all one line.
