Step 1 of 5

First go to your IPhone/IPod main menu.

Step 2 of 5

Double-click the home button and all your apps that are currently running will appear.

Step 3 of 5

Press + hold 1 of your apps, and a red delete sign will appear in the corner of each 1. Press this sign on all the apps.

Step 4 of 5

When all your apps are closed down, your screen should look like this. Press the home button to return to your home screen.

Step 5 of 5

Yes but if u clear it it saves memory and makes your device run faster. When my iPod was really slow I took it into the apple store and that's what the apple man said - so it must be right. X

It does neither. It's called your multitasking bar and it only shows you your app history and allows quicker switching between apps.
