@Julie Headley New varnishes and polishes work best because they're still thin. I find that room temperature water works best for this technique. It does take a bit of practice though!

@Julie Headley; dont drop the nailpolish to far from the water and then you have to be really quick. :) check my tutorial on how to do water marble nails :)
