Now add the entire skirt, this part isn't hard just follow the picture. The ruffles add on to each other do it's easy to connect the skirt together.

Now add the "fluff" under the dress shown at the bottom and where belle is holding the skirt up.

Now for the sleeves, add two wavy lines eminating from the pearls on the front, also add the line down her chest and gloves.

Now for the face. Add artists lines and frame her face with her hair line.

Add the bun at the top of her head with a wrap around it.

Now for the face (hardest part.) make two even ovals for her eyes slightly scew from a straight line. Also add the nose from the brow line and mouth. (use a really sharp pencil)

Now add her pupil, and highlight in her eye.

Now you have Belle, but first I'm gonna add shading to make her pop.
