You need this stuff. Choose your own colors:)

Choose your base color. Let it dry.

Now Take a piece of foam, add a little black nail polish, and dab dab dab:)
Step 4 of 5
Like such:) clean off edges with nail polish remover.
Step 5 of 5
Now add sparkle layer and done:) I was too lazy to finish cleaning up, so excuse the mess:)
