Then draw a small black line following where your waterline ended and continue strait upwards. ( do the same in the other eye)  This way you guarantee they are both the same and are not crooked :)

Then draw a strait line from the end of the first black line to the beginning of the other side of the eye

Then start drawing another line from above the eye drop until it meets the other line( while drawing this line be sure to stay as close as the eyelashes as possible)

Brittney, sometimes washing your face "all the time" is not a good thing. I don't know where you live but in the winter time, the air is very dry. And if you're under the impression that your acne is caused by oily skin and are using harsh face wash, your skin might be too dry. So it over compensates and works overtime to keep itself hydrated. You need to find a good balance. Maybe wash your entire face with gentle "daily" face wash like Neutrogena. And then use stronger stuff on your T-zone. For moisturizer, even though I have combination skin, I still use a cream vs a lotion in the winter. And then use a medicated cream on the T-zone or problem areas. I agree with Cassie's suggestion to use witch hazel. It's not super harsh so you can use it throughout the day.

Britney, what are you washing your face with? That might make all the diff in the world for you. I have hyper pigmentation and sensitive skin. I find garnier works good for me, and witch hazel should be your new bff. Try diff products if you can to see what works for you. Give them a solid week or two. It took me 28 years to get it right. Seems to work for my 13 yr old sister too

The whole point of the smooth look is by using a brush with the gel. If you are using liquid liner with felt tip I wouldn't see a problem. I used that a long time ago before I even found the gel :)
