Sweat down onion until translucent. Then add  garlic, paprika, cayenne (be careful, not too much), and cumin. After adding spices, do not cook too long...unless you want bitterness and a coughing fit!

Not too long...perhaps 30 mins if you do it all in parallel? remember cooking the rice takes some time, but is pretty easy since you don't have to attend to it the whole time

The bell peppers are raw...I like the more uncooked fresh taste. If you like, you can put them in the oven first for a bit.
