There is a on and off, "on" being one of the four options.

Your directions took me straight to the triple click option but my phone would not switch from off to on.

All my iTech is 3S iOS 5.1.1. . So I do not know what the problem in finding triple click home in your iPhone 4S. Also make sure you went to Settings -> General -> Accessibility->Triple-click Home.
